Smoky's chance of dealing critical damage increases with each shot from the moment of the previous "critical shot" or from the moment of respawn. The rate at which the chance increases depend on its modification level:

M0 M1 M2 M3
8 12 15 20

Thus, Smoky M3 will require no more than 5 shots to get a "critical shot", while the M0 may require as many as 13 shots.
